It can be tuned out by a competent tuner. Nothing wrong with the cam/compression.

 

Maybe they have it to lean down low? Lean seems to be a fairly common issue with the newer HDs...

the Bike wants to buck and surge at slow speeds, such as stuck in a traffic jam, or a school zone.

Sounds kinda like a primary chain with too much slack in it.

I had same problem. Went to smith bros h-d today and they did a reflash and now it is a lot smoother. mine is a 2015 limited built april 2015

 

Get a good (non-MOCO) tune.

I've installed larger after market cams with proper tunes in 96"/103"/107" TC's that were smooth as baby's butts down low in parking lots/traffic.
The cam in the 14-15's is not really that much cam. Certainly not enough to cause that.

As mentioned above they're tuned SO LEAN from factory that the first thing to do is put a real tune in it.
