I'm going to put together a tool bag for my '08 FLHR.
Can someone make a list of tools to have in a saddlebag???
I'm not going to get around all tools from my set of corse.

Unless you have a bunch of extra tools, might be just as cheap to buy a little made up set. Or see what comes in a set and price them out individually.

Allen wrench for shifter (a PITA when it becomes lose)
wrench for mirror mounts (after some idiot bumps into them)
torx for brake and clutch lever mounts (move lever position)
handyman tool

I won a set of Cruz Tools last Spring. I was pleasantly surprised! It has combo wrenches 3/8-9/16 and 10m.m., allens, Torx, flat and phillips screw drivers, small vise grips, spark plug guage, electrical tape, and even an LED Flashlight. I think they are well under $100.00 and the tools look to be good quality, and come in a compact pouch. Having cast wheels, I got a small compressor and a plug kit I always keep in my saddlebag.

fractional equilivent of 11 mm stubby ghearwrench, to get the seat strap off custom models easily.
harley's double ended axle wrench.
tyre plug kit and CO2's
some 11/16th ball bearings (if u have to ask, u wouldn't understand)
