I noticed a small puddle (half dollar size) on the garage floor that seems to be comming from a hose which is pointed downward located right behind the primary. This is a brand new 03 Fat Boy with 200 easy miles on it. Does not seem to be oil, but could be tranny fluid. Is this just some kind of overflow protection or something more serious?

Sounds like the tranny was filled up with a little too much fluid and is venting out. Nothing to worry about, but I would tell the guys at your shop that they should be a little more mindful to the fluid levels their are servicing your bike too...
When I picked up my Flht this spring I took it back the next day and complained about the mirrors, the parts manager put new long stem ones on and gave me the short ones back, very cool , than i mentioned to the sales man that its a typical Harley, it leaks so they took it right in and decided they had to rip it apart, it was 2pm on saturday, so the service manager gave me a ride home . Turns out it was a bad seal in the trans, not installed properly. I picked it up on monday ,no leaks since. rickpoco
