oil holes on lifters should face each other or both be in-board towards engine? also should they be hard to pump or relatively easy by hand?

Lifters go in any old way.. as long as the rollers roll..
A new 'dry' lifter will pump easily by hand.. as will a used one that has been stored for a while.. Expect them to click and clack for a few seconds until they get pressurized.

Oh.. Used lifters should point to roll in the same direction as they did previously, and on the same cam lobe..
