Fortunately we do live in a society where you can make a choice where is it allowed. But then again as I type this I realize that freedom of choice doesn't exist in the arguement about whether to wear a helmet or not. The reason I say it doesn't exist is that with some states making it unlawful not to wear a helmet and some states saying do what you want. There is no choice.
