Has anyone installed the locks on the Road King Classic Saddlebags?

I've just installed the Harley Davidson lockset for the Road King Classic saddlebags and don't find them to be very secure. I found that if you stick your hand up inside the bag you can pop the lock open. I followed the directions to the tee and want to know if anybody else has experienced this? If so any suggestions for a fix, Thanks Big E.
