front forks bottoming out 63flh

i just installed a set of v-twin forks for 49/68flh 24-0791 they are bottoming out hard when hitting small bumps in driveway or street, extending all the way out and slamming. i drained assem oil and installed 20wt fork oil. anyone else having this problem? i did not remove the top plug to install oil i laid forks on table and inserted oil thru the drain plug.

Are these replacement tubes?

Did you fill the tubes with the shop manual quantity, or just until the oil reached the drain plug opening? If you only filled the tubes until the oil reached the opening, you probably have two problems: not enough oil in the tubes plus air pockets.

If these are replacement tubes and you installed the oil per spec, it sounds like the tubes are missing the inner dampening valves or the valves are installed incorrectly.
