If I replace the cam to a SE 203, do I need to replace the lifers as well?

You don't NEED too, but with that many miles it would be good insurance to replace them.

If the lifter are working use them, but inspect the original cam surface and the lifter rollers. I replaced my cams, with SE-203's, at around 96k miles. Today the engine has ~116k miles and still running on the same lifters.
