are california model bikes differnet from other states? for example are there special smog devices or similar items?

and if so....

please elaborate, and if someone was to use their bike "for off road use only" what all would have to be or could be removed??? hypothetically speaking of course....

Well, someone from CA will have to help you there. I remember removing some kind of cannister on a CA bike 7-8 years ago but this was in Mississippi. I know it's done all the time though.

most just disconnect the cannister. If register an out of state bike, and it still has less than XXXX amount of miles, you have to bring it to CA specs.

Hypothetically... of course. It's been a while - (1994), but back then they had the cannister as mentioned - and they also shipped CA bikes with a different (milder?) cam. Not sure if that's still true, but you might start there, check the stock cam duration and lift spec. - Hypothetically. And don't be thinkin' about fouling the environment!
