Belt tension

Has anyone used the HD belt tensioner tool?
I have read the service manual about adjusting the belt tension and was wondering if this tool was really necessary.
I seem to remember a tip about twisting the belt, if it turned a certain amount it was too loose. But I can't remember if it was 45, 90, or 180 degrees...

I've never used the HD belt tensioner tool but I do know that ya don't wanna be able to turn the belt past 45 degrees.:D
