Can anyone tell me if you can open up a set of 88/95" to fit a 103 cylinder and would the porting be to small? I could go with larger valves, I'm running the non HTCC heads on my 95, but thinking about moving up, Utah and Montana wore out the RG pulling the trailer.

103 is a stroked 95, same size bore as your 95 4" to 4.38" stroke on the crank

Unless I have misread everything

Yes you can port the stock heads to be used with your 103 without any issues. A 103 kit with a mild cam and some mild port work will make a very great touring bike. The best money you can spend will be in the heads. A nice set of ported heads will be the most noticable gains to be had.
