For he last 8 years or so HD lites are operated by a body computer, which requires a certain amount of amperage draw so the computer can monitor the bulb and circuit. Changing to LED changes the draw and confuses the computer. Not sure but HD may be able to change the computer settings for led or a load balancer may be needed.

Someone may pop in with better details, or call and ask, But there has been members having similar problems when changing bulbs. Lite assy sold just for HD's usually have load balancers built in.
