Previously (in CT anyway) when building a composite titled MC I believe it was the frame’s MSO that dictated the year of the completed scoot. I had built a bike starting with a frame with an 00 MSO, the bike was titled as an 00 composite. Now I’m building another, the frame is an 8 up 6 out ST frame with an 05 MSO.

The question is will the bike be subject to the 06 and later EPA regs or will it still be titled as an 05?

This is important because of the new EPA regs that would require me to use my once in a lifetime CM exemption if it’s an 06. Will using an 05 frame circumvent me using the OILT exemption?

Is this how custom build shops are still operating now… using pre 06 MSO frames?

my frame had a 2004 mso and when i finished the bike in dec 2005 it was titled a 2005.this is in north carolina.

CM bikes do not count as a once in a lifetime bike. Only Special Construction bikes are once in a lifetime. CM bikes are exempt but you can own as many of those as you want or can afford.
