1. The widest tire that can safely go on your wheel will be determined by the wheel width. Go to any of the major tire manufacturer's web sites and check their fitment information. Putting a tire designed for a wide rim on a narrow rim will not be safe. If you want to have a particular (wide) tire, then purchase a proper sized rim. The mfgr's fitment guides will have the wheel width information you need.
2. The diameter of a wheel/tire combination is determined by the diameter of the wheel and the height of the tire. Tire height can be calculated from the width and aspect ratio of the tire you are interested in.
For example a tire listed as 150/70 would have a width of 150mm and an aspect ratio of 70%. The aspect ratio is the height of the tire divided by the width of the tire. Thus for this example the height of the tire would be 105mm (70% of 150mm). Adding double the tire height to the wheel diameter would give you the total diameter of the combination.
Depending on the tires you fit, you could INCREASE the overall diameter of the wheel/tire combo and raise the bike when you go to smaller rims (or vice-versa).
3. Too many variables to answer this question. The front and rear tires should be designed to work with one another. You might take a look at the relative (front/back) sizes of tires on sport bikes or sport touring bikes that run wider tires.
I don't think the rear tires on HD's can't go much wider without modifying the rear fork. I would think your wider front tire will require a wider rear tire to ride properly. The tires should be matched to proper sized (width) front and back wheels. The rear fork/fender will need to be modified to accommodate the wider tire. The primary and rear drive will have to be modified to accommodate the wider rear fork. Kinda snowballs.
