Do you balance a new rear tire with or without pulley and brake rotor?

Due you Balance a new rear tire with or without Pulley and brake rotor ?
The pulley is this only weight, that would effect it, if it had a core shift, I think !
I had it balanced when mounted, with out added weight.
Seams to have a little bounce still, starting @50+ mph

Just finished the 200/18/5.5 tire conversion.

I disassembled the welds, and slid the outer shell on the inner frame.
Reformed the frame tubing. The top tube were heated and reformed.
Lower were cut out and reformed there shape.
9 inch fender narrowed 3/4 out of the middle.
My goal was to keep the OEM look, The way a Sportster should have been built.
I also made the exhaust pipes from scratch.
