Dumb Question about Tightening my Risers

I have a 76 XLH with stock handlebar risers and for the life of me I cannot get the handlebars tight. There is 1 bolt under each riser that goes into a bushing and up into the riser. I have those things dead tight, yet when I grip the handlebars and steer right and left. those damn risers just want to sway back and forth. Are there other bolts / screws etc. that I'm supposed to be tightening? Probably a simple solution here, but I'm not seeing it.

Unless your bolts are bottoming out somehow i'd say your bushings are probably shot. Get yourself some of the new Polyurethane type bushings - they keep the bars more stationary than the stock bushings.

There should be a space between the upper (cap) and lower half (stem) of the risers so they can 'pinch' the bars.
