I finally have my woods 408-6 cams running pretty quiet. After putting woods lifters in, that cut the noise in half almost. Then, I put my TP rocker boxes and Jims roller rockers on. Noise reduced half again. Finally, I recently installed a Feuling race pump and plate, it sounds great! Woods lifters rattle a bit when cold, after a few miles, they do the job.

This is about the time when someone might be interjecting with the intricacies of rocker arm geometry.

Was running a Leineweber TS7G cam in my 117 and it was loud. Swapped it out to a S&S easy start 585 and the problem is solved. No more noise and way easier to start.
