Throttle position sensor w/PCIII

I installed a 95" flat top kit, A/C, open mufflers, PCIII USB, with stock cams on my '99 twin cam. Everything is working well, except a bit of an erratic idle. When I was in the PCIII to zero the throttle position, I noticed the numbers were fluctuating with the key on, engine off. I understand the throttle position sensor to be basically a potentiometer. If my assumption is correct, I would think the position would be rock steady with the engine off. Do I need to replace the TPS?

Thanks!

Thanks! I was setting zero and full throttle when I noticed this. I'm sure glad I don't have to spend $ for a new TPS. After all, $1 is about 14 miles worth of gas!
