So I want to be simple
I want a set of slip-on, was looking at the RUSH 2 1/2 I think they were and a K&N OEM replacement. With this on a 2009 FXDC I do not "HAVE TO" get a programmer. Life gets confusing to me this is my first EFI bike.

Mufflers and an air cleaner upgrade will help unplug some power.
If you are content to stay at that level, then a tune would certainly help things.

At the very least get the Stage I flash from the dealer.
In terms of "have to", no you really don't, but you'll put your bike in a leaner condition than stock. The engine will run hotter and presumably shorten the lifespan of your top end. Not being smart, but you really don't "have to" change oil at all. But that leads to shortened engine life as well.
The only real definitive way to tell is have a dyno guy run it and see what the AFR is. Different combinations cause different results.

I wouldn't even consider just running it if you do the aircleaner. My right pipe turned yellow from being lean with the stock air cleaner.
People that do just the mufflers; some get away with it, some do not. I didn't.

You may get away with the IED's or Xied's and the A/C and mufflers. I am running the stock headers and a pair of Rush/Fuel Moto 1.75/2.00 mufflers I think the varied baffles run better than any slip on's I have used, and they are quiet enough to ride all day. Although I have a Crane 300 cam and A TMax my bike has never been as good as it was the the present set up. I believe the larger baffles will just make noise and not power.

Lets not start this again but,
I have the big rad's exhaust & a/c kit on my nightrain. Took out the v&h fuel pak and installed the xied's. I still get a slight pop but its the best it has ever been. My oil temp's usually around 205/215 deg. on a 90 deg. day in stop and go traffic. The xieds have worked for me. For $100 bucks they will work and easy to install. I have over 4000 miles with the xied's not a problem.

I don't think the post was to start "it again". It was a valid question of if he should do something to richen up the fuel. There are many was to accomplish this, but it's important he does something and not just run it.

The xied question always seems to raise the hair on the back of some peoples necks. That's what start it again means.
