I believe 2008, along with the larger tank.

My wife's new 2008 Road Glide has one and it does what it wants to when it wants to. 1500-2000 rpm when she first starts it and it wont go down until she turns the bike off and on again. Harley keeps saying that they will have a re-map for it soon?????? Give me an old fashioned CABLE that you can control any time! She joined me for this years National Veterans Awareness Ride to Washington DC on her new 2008 and she had that problem quite often. check out our story at www.ratbikemilo.com

I remain unconvinced that the few '08 bikes that have throttle issues will get it corrected with a new "map".

My '08 Ultra Classic does not have the problem, and it's an early-build (Aug '07) with the stock "map". If it was "map"-related, my bike would surely have the problem along with the others. It doesn't.
