The holes are for cross drilling into the oil passages at the MOCO.

i figured out what it is with help from a friend who rides an 07 fxst he said it was the auto primary chain tension adjuster it annoyys him also i guess im not the only one

Don't know what the exact manufacturing step is, but yes they are not usable for any other purpose.

Yep. For connecting holes in the block to the filter housing. Because it is hard to cast holes at right angles to each other.

Head temps after 15 plus mile run in 90 degree. Used a Raytek MiniTemp infrared Thermometer. Did not turn on fans.
front 308 F (right next to Spark Plug)
rear 318 F (right next to Spark Plug)
analog oil gauge 202 F
oil cooler radiator 169 F
Bottom of cylinder 230 F
07 Heritage, TMAX A/T, Ness Big Sucker, V/H Big Radius, LaNale Electric Oil cooler.
Prior to oil cooler the oil temp was 225-245.

Oil temp 305 degrees! Did I set the record?
Stock 96, aircleaner and pipes. remapped a little on the rich side, 14.0 AFR at cruise. Mobil 1. Outside air temp 98 degrees. Riding 2 up, easy cruise at 75 mph. Oil temp temp topped out at 305 degrees. Did I set the record? What did I win? Lol....

I noticed the same thing on my fatboy. No difference in temps. Stuck my hand down there while riding and it doesn't get much for air flow.

You need to change AFR to 13.6 lite cruise and add at least 1 oil cooler.

Oil Cooler
I was talking with the guys at the HD service shop and they told me that the oil cooler will make no difference in slow traffic, only when you are moving. Is anybody really having trouble while they are moving?
I'm about to have them do a 103" kit and am just trying to figure out if I need to throw on the oil cooler also.

That depends on how you define trouble  I can tell you that while running I have gone from oil temps in the 240s to oil temps in the 220s so I think that is worthwhile.

Same here. 07 heritage.
The bike no longer runs flat from hotter temps.

Just did a 130 mile run at 80-90 MPH then 80 mile run at 70MPH in 102 degree heat on a 07 RK with 350 lbs of weight (me n the gfriend w/ "luggage")1 3/4" mufflers,Big Sucker,PC III w/330 ohm resistors and a 812-003 map.
Gone are the Harley spark plugs,fluids. ND iridium,Amsoil took there place immediately.
What was the oil temp??
Have no idea, no one makes a reasonable oil temp gauge!!
It was happier running at 90MPH than 80MPH
Anybody have the part number for the Harley oil filter mount for the cooler set up?
Want the 10 row Jagg cooler but not the JUNK Jagg oil filter mounts

FOUND part number for oil filter adapter to run a oil cooler if you don't want to buy complete kit from Harley. I believe this for 07-08 only but can't say for sure,don't know of any difference between this and other twin cam motors....
