08 electra glide exhaust ? (rinehart)

My new to me used 2008 electra glide is totally stock except for added rinehart mufflers with black end caps. Great 43+ mpg, sounds mostly okay. Question: I get some backfire when down shifting and I sometimes hear a "tweeting" sound when cruising along at the 75-85 mph range. Is the back fire okay? Anything I can do to lose the "tweeting" noise? Really not looking to upgrade the header, tweak the fuel management or AC at this time...got those college bills. Someone said remove the baffles, not sure what or if that will work. I am real handy and learn fast... just want to do it right. I will be happy with better sound and no loss in MPG. Any suggestions? Thanks in advance.

Replaced two of the screws on the right muffler, sounds good, easy quick fix. Thanks for the info...
