02 Electroglide won't start

I have spark and fuel to the carb. Figured I would have to clean the carb. While getting ready, I noticed the slide in the carb (throttle body?) didn't move when I rolled the throttle. I can see the cable pull the plate but the slide doesn't move. Do I need a new carb or is it something less expensive? Thanks FNG

Assuming you've got the stock CV carb, the slide is a vacuum slide. Rolling the throttle has no effect on it unless the engine is running.
