Measure with the cam plate removed.
You saying you have .038" of runout?
If so, you have to repair or replace that crank.
If you meant .0038" then you are ok as far as runout is concerned.
The scarring on the crank may require the crank be removed and be sent to a place like Darkhorse or Hyperformance. They both can work that crank to better than new condition.
Not sure what you tell you on the loose crank gear other than it is not a press fit anyway.
A guy would have to feel how loose yours is to know if there is a problem.

Sounds to me like you could bolt some new parts on and go riding for a while but this is going to haunt the owner without being addressed properly.

thanks all. measure was .0038.when i pulled the rocker covers and the breathers there where no filter elements inside,no locktight on the camplate bolts either.ex police bike bought from a dealer.seems the cam bearings might have been changed before my buddy bought it. the scaring seems more like the cam plates bushing was rubbing on it while the plate was loose, need to get specs on end of crank and check with a mic.again thanks for the help.this bike is not riden hard as the owner has a weak left arm(stroke).installed auto clutch, seems to work good for him, just trying to get him back in the wind

A billet cam plate with the upgraded oil pump would be good insurance. The bearings on the outer end of the shaft and can control that 0.0038 runout just fine. Replace lifters etc. and all is good. Might think about a new set of cam bearings as long as you're in there. I wouldn't worry too much about 0.0038" of runout on a chain driven cam though.
