Actually I'll be doing some customizing on a rear fender set up very similar to yours. The topic of that fender is in the Sheetmetal section here under DIYers, Questions for you.
I plan on filling holes, shaving unnecessary stuff, inseting a license plate mount and tail light. Basically the end result comes out looking very smooth and clean with no light bar and plate hanging out in the open. To do something like this costs on average of $200 for the metalwork alone, (depending on specific mods, etc.) but it looks really killer when done. Depending on how the vote goes in the thread I mentioned I might be posting pics of how this is done.
