Panhead frame with Shovel swing arm

Hi all
I´m building a Shovelhead bobber but my frame is for panhead with there is no problem because they are compatible. The probles is that the swing arm its from a shovel and wen i installed the shocks (11") the tire is way too high, its even out of the fender
Please any sugestions? how can i lower my bike with out spending too much money

I lowered my square swing arm shovel about 1 1/4" by cutting the bottom attachments and moving them back 3/4" and rewelding them..
