It's been about 3 years since I rode over that route, but the roads then were in good shape. From Rifle to Steamboat is a little desolate, but neat country....high desert to farmland to mountains. Rabbit Ears Pass outside of Steamboat is a nice ride. Nothing too twisty the rest of the way into Laramie. An alternative you might want to look at is staying on I70 through Glenwood Canyon (nice!)to Wolcott and taking 131 north up to Steamboat Springs. There's some cool little towns along 131.
