a brand new one... lol
I've used Mothers, Pig snot, Maguires... any good chrome polish is about as good at any other. but unless you've been riding in some really nasty stuff and your entire ride needs some attention, a new chrome filter with fresh oil is probably best.

Although I can't say I ever was that particular how my filter looked, I think we should know what kind of filter you are talking about. Is it a regular throw away HD or K&N chrome? Or is it a re-usable one, chrome?
Perhaps some chrome polish like semichrome would be oK, but keep in mind that these filters get hot.
When I had chrome ones (or black for that matter), I thought they looked good enough after just some wiping with a rag.

Seriously (if you are serious and not trolling), you should care more on how the inside of the filter looks rather than the outside.
