How to get shine in clear coat back

I bought a Dyna and they had throwover saddle bags and the leather has dulled up the clear on the fender in spots. I have tried scratchx and wax but it is still dull in spots.

Any recommendations on getting it shiny again?

Shaw_2112 is on a distinguished road
heavy duty rubbing compound, then medium, then light, then wax. If that fails, wetsand with 1500 or 2000 then repeat rubbing compound process.....
