If you have to have a power buffer, you want one that has a very slow rpm. An angle grinder with a pad on it will burn the paint very quickly. the buffer from walmart or the black & decker is good for a car or truck body, but it is too much for a bike. There is a buffer for wheels that goes on a drill moter that works pretty well.
When you buff or polish your paint, you have to be very careful. Polishing compound takes off the top layer of paint, that is what is oxidized, but continued use will burn completely through. If you are getting to the paint color on a stock hd, you have gone too far. HD s have a couple of coats of clear on them. If you catch it at the right time, a painter may be able to bring it back with a couple of coats of clear. other than that, make sure that you have plenty of wax on the paint.
