I use Armorall wheel cleaner on my spoked wheels and they look like new still after 51,000 miles. Stuff works really good loosening road debris and and brake dust!..good luck! Spray it on, let it soak, and then scrub with a brush to remove everything...hose off well..

Be careful! If you have cadmium spokes too much polishing will removing the plating and cause them to rust. If you have stainless spokes it won't be problem.

tireater is an unknown quantity at this point
I found it impossible to keep up with rust on spokes - as I live by the beach...I switched all my wheels to ss spokes...
I laced them myself and had a local indy true them. Easy to do and instructions are in the book...
SS spokes seem to almost stay clean on their own between bike washes. They are very slippery and seem to fling dirt off...

If you are just talking about regular cleaning, use a BBQ grill brush that is made for cleaning porcelin grills. They have brass or stainless bristles and are kinda Y shaped with a handle, you can get all the way around the spokes with these things. I pick up 5 or 6 a year in the spring at Lowes.

My spokes are Cad and I use the brass ones.
