Kawasaki Vulcan Classic 1500 won't start in neutral

I'm posting this for a friend.....I have never seen an issue like this, but he claims it is happening....and he seems to be sober:

The bike doesn't start in neutral, it will start in 1st though. The clutch doesn’t have to be pulled in to be started. It is a 1998 Kawasaki Classic 1500about 14,000 miles.

Any help is appreciated.
