Motorcycle Learner's Permit in NC

Senator Tony Rand :loser: (Democrap) is ****ing with us again here in NC. He has a bill in that reduces the length of a motorcycle learner's permit from 18 months to 6 months with a $50 renewal fee up from $10. Being the dick that he is, he has shot down every piece of legislation that we have submitted, and now he is making up crap like this. He has a vendetta towards NC bikers for some reason.

Write your reps to oppose this. This kind of legislation will cause more people to ride motorcycles illegally which will add fuel to the fire for and make motorcyclist have that much more of a bad image to the motoring public.

So if you see this guy walking around

The changes will require the "new rider" to have some commitment towards riding, something that is missing in many riders.

I don't know anyone that has ever had a learners permit but I can't imagin needing one for longer than six months. Does the initial cost remain the same and just the renewal fee go up. Not trying to start anything and I don't live in NC or need a permit, I'm just curious as the reason for a change.

If you have to reach into you pocket for $50 {vs $10} and have six months {vs ?} to get the licence, before another $50 {for ONE additional permit} is do, that would tend to create some commitment towards the goal.

Sort of "Sh*t or get off the pot"...

Fourcats, I guess my question is why. Why is this needed? Why should the State of NC push someone to make a commitment about riding a motorcycle? I just don't see the logic. Do you like being pushed into something that you have no experience in? Would you want to pay more to learn how to do something and get less time to do it? Please, I don't think so. Ok, so lets say 18 months is to long, make it a year without the renewal, you know, so the rider can gain experience in all four seasons. Right now NC is in a budget shortfall and the General Assembly is pushing to find monies anywhere they can. This bill just happens to be one that they can play with. I like my money and "sorta" want to keep it in my pocket and I want the fine people of NC to keep their monies also.

Chuck, the proposed fee is $50.00. The initial permit goes up from $10.00 to $50.00 and section about getting a renewal is new. Currently there is no renewal for the permit. You get 18 months and that is it. It's just a quick way to make $90.00 for the state, if the rider so chooses to pay.

I agree, its a cheap shot at people who want to learn, but it may weed out some people who "shouldn't be on a bike"...
If it were going to Rider Education it would be different. Most likely its an attempt to fund other areas {read ALL} that are still mismanaged.

my two cents:
This is another view of what a worthless politician does
at our (taxpayers) expense.
Let's vote him out or better yet send him to Iraq with a bullseye painted on his slimey back.
We need real people who care about the state in office,
not a bunch of weasly scam artists who get rich while
ruining the state.
hell, I'm a middle class working guy who can't hardly pay
his taxes now.

If you take a rider's course, go straight to NC DMV with your certificate, they give you your license. No need for a learner's permit.

I do agree Tony Rand has it in for riders, and he needs to move on.

I think the increase is bullsh1t, but I think a learners permit for a bike is BS also.
When you have a lernear's permit for a car, you have a licenced driver there to help and instruct. How does that work on a bike because I am not riding on the back and I am not riding with them on my bike if they are just learning?
Either they take a Rider course or they take and pass a riding test, but either way they get a licence to ride.
Sorry, Jockey, I just do not understand a learners permit on a bike but your Senater is an A$$.

LB, I do see your point about the learners permit, but you have to remember that the Riders courses are not mandantory and they haven't always been around. The Riders Edge and other community college courses have just recently started poping up in the past 10 or so years. The learners permit has always been around and is a good tool for a person that want's to gain experience before getting an endorsement. A person that would just go out and try to take the NC DMV riding test would more than likely fail without experience. While I agree that the Riders courses are an excellent tool for training, some people will refuse to go to them or the course is not offered where the live. For a long time, the only one offered close to me was over 70 miles away. These people just get a permit so they can learn on thier own.

Also, to get a learners permit for a motorcycle, you must have a full provisional license issued by the state. This means that the rider should have a basic knowledge of traffic signs, traffic laws, use of signals, etc.

The only problem with that statement is that it is false. Every year we hear the same crap. This year we added the lottery, raised taxes at DMV, and raised the gas tax. What they neglected to metion was that we had a SURPLUS of $328 MILLION dollars last year.

Thanks for clarifying Jockey. I had just never heard of one before, but I got my licience in 1970 so I have not had a need to know about such things for a long time. Back then, here was no M indorcment on a licence in OK. I had to take the driving test in 1979 to get an M on my licence in TX. Had one eery sense.
