Does anyone know if there is an online,"veiwable" service manual for 99-06 FLH and FLT ?

There isn't one.
Buy one if you are going to keep the bike. It will be the best money you ever spend on it.
Check ebay ,Zannoti's or one of the other discounting dealers.

Unfortunately, Harley isnt like the metric companies in this regard. They keep the service manual's under lock and key. I bought mine from Zanotti's. They have a pretty good price on them.

Plus, I always liked the hard copies more anyway. Its tough to being the laptop out to the garage and I always hated trying to "browse" through the electronic versions of previous bikes.

I like a hard copy. So much easier in the long run.
... and less grease/oil on the keyboard.

Be sure to check the publisher's website while you're looking. Contrary to the norm,, I found mine at Haynes cheaper than anywhere else on the web. Shipping was cheaper than others also.
