If that was the case it would fit one persons needs. It would also not adapt to different grips. Some run thicker grips and a setting of 2 or 3 would not work. Adjustable means they fit a wide range of needs. Thick glove light gloves all make a difference.
The cost to make one lever would be out of reach. Just like the cost of adjustable to fit 2016 and below are lower cost they fit many more models. Same will happen with the current ones in time, price will come down as the number of bikes they fit go up. I was not will to wait.
While bending a lever works for some to reduce reach , that does not help as much with the clutch engagement.
Take a close look at how the adjuster works. It is a work of art.
