the part i think is called "fork air baffle" and was used on roadglides until around the mid nineties. it's still available and will fit your ultra just fine, and will cure the dreaded shaking glasses syndrome. it's on page 319 in the touring section of the new 2013 harley parts and accessories catalog. part #57000063 and it costs $34.95. i used one on my 08 streetglide and it cured the wind from blasting up from between the forks and wrapping around the gas tank which caused buffeting. it's a cheap cure that really works.
