I put an analog dial thermometer dip-stick in my oil hole before riding it away from the dealer so I've never experienced what you describe.

It still twists, it just doesn't have to pop up.

The plastic chrome of the pop-up pops off too. Yuck.

My 05 Roadster's is so hard to twist out I had to put a ring of old fashioned electrician's friction tape around it to get enough of a grip to get the damthing out (either that or remove the seat). Harley has some real dinosaur designs in the interest of "tradition".....

My '06 is 50/50, sometimes it wants to twist out and then it doesn't. Piss you off, then don't even look at the abortion linkage for the rear brake!

My 04 Sportster oil dipstick became impossible to twist off and on. Even with pliers or rubber gloves or using that damn cap snaffler, still it would not twist out. I gave up and bought the analog stick that has a knob like top to it and bam... end of problem. The only thing I don't like about it is the stick that gives the oil reading is terrible, can barely read it but i think I can remedy that...
