I'm sure it does work. Assuming, of course, its primary design goal is to separate suckers from their money.

A secondary effect might be to slightly reduce the amount of air available to your carb, but I doubt it's measurable. At least it's not one of those stupid-ass pinwheel "vortex" things that hucksters have been hawking for decades.
