Paint, rear fender, fender tips, exhaust, signal/brake lights, seat/mount, bars, height, bags, windscreen, smooth triple tree cover. That's all I can think of this early in the morning.

Additional Differences
Integrated luggage rack, Shotgun Pipes (Not unique to the Deluxe but a difference worth noting), Lowest (stock) seat height in the Softail family

Removing the saddlebags from a Heritage would give that bike a silhouette similar to a Deluxe. You should sit on both bikes at the dealer (or better yet, rent them) and see which feels better. The Heritage has Classic Touring Handlebars which give it a different feel from the Deluxe. If one feels better, you should go with that one and then you can customize/alter to get the look you want. The basic "jumping off point" (FL Softail) is the same...the look you are trying to achieve will determine which starts you closer to where you want to end up. What kind of look are you going for?

Check out Harley-Davidson.com
Check out the color options and costs. Tell us what you like/prefer about the Deluxe and what you like/prefer about the Heritage and maybe we can help.
Here's my girl...2007 Deluxe. The Tank and Fender bibs are from Timberwolf (Great folks btw!). I've since chanced the seat...I replaced it with a seat off a 2007 Heritage and absolutely love it. Check out the floorboards...those are stock on the Deluxe...they are bit longer than the stock Heritage boards (another difference that I don't think we called out earlier).
The Heritage comes with a detachable windshield (an option I added to my bike) and the Bags can be removed. But..if you want the clean solo look you need to remove the passenger seat and backrest so you are going to have to go with the detachable sideplaces for the backrest with the required mounting hardware so you can switch from Solo to 2-up easily. (You can see the mounting hardware well in the pictures of Greglal awesome ride)
The Deluxe has the integrated luggage rack (which I removed on my bike). It is mounted to the fender with two additional bolts so the Deluxe has two extra holes in the rear fender when you ride solo (I've covered them with the Fender bib).
Why did I chose the Deluxe? I love the two-tone Blk/White paint, Whitewall Tires, the feel of the handlebars and the low seat height (I'm 5'7"). I also liked the turn signals better (Bullet vs. Pancake) and the Tombstone tailight.
Again...look at the Harley website and determine what you like most about each bike and see which starts you closer to the look you ultimately want to achieve. You'll find no shortage of folks on this forum happy to help you spend your money!

Heritage vs. Deluxe
Love both, bought the Heritage. Wanted the bags, windshield, and preferred the seat, position, and mini-apes.
Then what I did is put on the Bubba's Brakes quick release "kit" so I could quickly remove the bags and/or sissy bar. Bought a fender bib from Chillowee that exactly matches the bags. Then I changed the pancake flashers to bullets. Next I'm switching out the triple tree cover. When its time for tires I might get thin whitewalls.
Although I generally ride with the bags and windshield, I can get close to the Deluxe look.

I go back and forth with mine too, I have the detach windshield, quick release backrest and quick release Bubba Brake Bags. Takes only a minute to switch. But this may be the year I add a Road King or Street Glide to the stable. Then I can keep the softail as the solo cruiser and the RK/SG for longer runs and when bags or windshield is needed.
This is her dressed up.

If it's value you're looking for, I'd say the Heritage Softail Classic.
I also looked at the Deluxe. Fine motorcycle there. But I ended up going with the Heritage for all the goodies you get in the package. I mean, you get the windshield and the bags. They can be taken off easily (see my avatar) or put back on in less than 5 minutes if needed.
I'm extremely happy with mine.
