Another "FXR"

Saw this bike, it's not a harley based on the VIN, but I'm not sure who made it. Anyone have any ideas, or am I wrong on the VIN?

Difficult to tell from the photo's but, the back of the frame looks FXR ..... maybe a different steering head, and the backbone showing behind the steering head isn't stock FXR. It appears to be raked also.
I have those forks on my '92 FXRS ......
Others will notice things too ......

Agreed, doesn't look like a FXR frame in regards to the neck.

They look like Rifle side covers too me.

Chopper Guys stopped making their aluminium side covers years ago. They were a pretty piece, and very expensive if you can find a pair.
