I think the FXR4's had 12''. The real point is the bushings are common between 197? to 2003 Sportsters and FXR's so they bolt right on. Not sure what the oldest Sporty shock works, but I ran a set from a '79 Sporty for a few years.

I bought these off Craigslist. They are off a '89 FXR. Unfortunately they are blown and were dripping oil, when I un-packaged them. I sent pics to Works and they confirmed year and fitment. They said they could rebuild them with their current internal bladder set-up. Could be like $350 depending.
I haven't done it yet because I found a pair of Works Street Trackers for $80 that weren't blown and perform pretty well.

The progressive 413 are listed as 15 inches, I hope that's descibed at the highest setting and not the lowest. I'll probably pull the trigger to give them a shot.. with saddlebags it shouldn't be as noticeable if they are long.

For reference, my 88 lr shocks measure 13" eye to eye. Sportster S or R shocks are 13.5" measured.
I can't imagine 15". I know folks that ran 15" on sporty's but they had drive belt issues to tend to.

BTW I have 88 #364 of 850, completely stock w/4,374 mi.. It seems the original bikes are few and far between. I'm just sayin.

I bought a set of Italian made Bitubo shocks from a place in Georgia called Traxxion. They seem pretty good.
