Inner primary for Forward controls?

I want to eliminate the shift shaft on my '91 when I put on my froward controls. I want it cleaner than it looks with the cap over the shaft. I want to change to another inner in order to keep my stock parts. Does anyone know the part # for an inner primary without the shift shaft hole that will work. I know somebody has to have done this before.

Can't you plug the hole in the inner, and change the inspection plate on the outer? That would look clean and not require you to change the inner.
