Cheapest bet would be a pair of take-offs from a Street Bob which will lower you .6".
Also check out Lick's Cycles. They have some inexpensive shocks.
Next, consider Progressive shocks. 11.5 is an odd length for them and you have to look at their higher priced shocks to get them. You can find their 11" and 12" 412 shocks new for $200.00.
Lots of better brands out there, but you gotta dig much deeper to buy them.
