There's not a flasher like you would have on a car. There's a turn signal module-TSM-located under the electrical panel cover on the left side just rear of the coil. The TSM has some smarts built into it, it figures out when to cancel the turnsignals, knows when a bulb is burned out, etc. Normally if a back bulb is burned out or missing, the front signal will flash normally for a few times and then start flashing fast when you press the button. The previous owner may have done something to prevent the fronts from flashing after he removed the rears, disconnected the wires maybe. There's not a separate fuse for the turn signals on the newer Dynas, not 100% sure on a 99. The wiring for the rear signals is in the same harness that the brake/tail light is in. There's a plug under the seat that can disconnect all the rear lighting. The rear turn signals themselves plug into the circuit board under the taillight lens.
