Question Stock air cleaner removal

I have a question about removing the stock air cleaner cover on my 03 883xl, and this seems like a stupid question to me but there must be something I am missing. I noticed that I am getting some oil in my a/c from the breather. From what I have read, this is fairly common. I went to clean it out and I could not get the two screws that hold the a/c cover on to unscrew. They turn but they only go about a quarter turn and stop. Almost like a "click". I can keep turning the screw but it doesn't get any looser.

Has anyone had this problem? Am I missing something really simple?

The insert must have came loose in the backing plate.....will the screws tighten back up or does it continue to turn also?

I get the same thing when I try to tighten it also. The dealer was the last one to remove it when I had my last service. I think I will take it back to them and have thm see if they can remove it/ fix it.

Even the air cleaner screws have a recommended torque value and now you can see why.
