No low or mid range

I'm working on a 98 evo it has an edlebrock kit, cam, mikuni carb etc. All supporting mods it needs i'm guessing. I will be heading down to the shop that did the work to review the repair orders and see exactly what is what. Ayway, problem is it only has top end, If the guy is put-put'n around it's sluggish, expecially going up hill. I was thinking that maybe the jet is too big and possibley the air filter cover too restrictive? Also he mentioned when going up hill almost wide open he'll have to back off sometimes then crack it again to really get it to move. Any sugguestions would be great, thanks.

Without knowing which cam, what compression ratio...etc., we'd be guessing. Is the issue something new? Were the performance parts just installed? What exhaust is on the bike?

No the mods have been done for quite awhile now. This just started happening maybe a month or so ago. I will have more details as soon as I get my hands on those RO's and I will post back, thanks.
