Cruising Acceleration issue

1991 Electra Glide, 44m carb, mild cam. Was running good but now when I throttle up just a bit at cruising speed for a hill it labors the engine like it is pulling a heavy load, exhaust is louder but speed does not increase. If I back off a little it is fine again or if I open the throttle it accelerates fine, just that little bit of acceleration from cruising speed. Any ideas?

Assuming it's a CV carb:Needle jet. Is it currently shimmed, or adjustable? If so, raise it one notch, or with a .050 tiny washer.

Since it wa running fine up untill a point and it is a new carb, I am also thinking there may be some crap that got in the fuel bowl blocking it a bit. I will remove and clean it to see if that corrects the problem before moving on to the next step.

Ok, I pulled the carb, cleaned and checked it out and everything looks good (new, less than 3000 mi). There was a little residue in the bowl but nothing serious. Put it back on, sprayed around the manifold, no leaks, and no change. I am now thinking that it could possibly be a problem with the timing. When I accelerate a little, say at 45--55mph it acts like it is not advancing, sounds like it's trying to speed up but feels like it's fighting not to. When I let off the throttle a little back to original position it has a small surge like it goes back into time. Also when I snap the throttle a little at an idle, it backfires.
Does this sound like it might be a problem with the v.o.e.s?

I would definitely check the VOES and all the vacuum hoses associated with it. Your factory service manual tells just how to do this.

may just be ethanol, and has leaned out a little. maybe popped back throught intake and blown the vacuum hose loose?

im going with the cat that said raise the needle. louder exhaust sounds like lean, deeper basslike sound is rich.

Success

Well after going through the carb 3 times just to make sure that I didn't miss anything, I pulled the V.O.E.S. plugged the vac port and grounded the wire. That was the ticket, no more hesitation on acceleration and no more V.O.E.S. for o'l 91. Thanks for your replies!
