I put it on the lift and when rotating the rear wheel either direction, it does it then also. Could it be that the pulley is worn and the belt is riding up on the teeth and then popping back in place? The belt and pulley look ok but I don't know what the pulley looked like when it was new. Check your rear wheel alignment.
Also make sure the trans and wheel sprocket has not loosened up.
You could take the rear wheel off and grab the belt at the top and bottom with both hands pulling it tight and with the trans in gear see if you feel any slop in the pulley.
