Question Fork lock problem '92 FLH

The fork lock on my '92 FLHS will not go into the locking position. There is nothing

wrong with the cylinder it is the whole unit that is loose in the mounting and will not

depress far enough to rotate into the locking position.
The dealer says all parts are obsolete.
His exploded view shows two springs and a retaining plate that might be the problem.
My questions are;
1. Do you need a special tool to align this mechanism after it is take apart?
2. Must the cylinder be removed to get the entire assembly out?
3. How far do I have to dig to get this out and what warnings apply?
Will parts from later models fit?
( they look similar on the outside)
