voltage to tail light 2003 Fatboy

A friend of mine said his taillight lens melted, and the bulb popped. He said the previous owner said the brake light wouldnt turn off.. The wiring of the directionals is hacked, so I assume the brake light is a mess too. What should the voltage be at the taillight.

If the light does stay on, it makes sense that the lens woud melt... The only cause for that could be the switch in the controls or at the pedal, right?
